The Spanish government's representative in Catalonia has apologised to those injured during police efforts to stop Sunday's independence referendum.But Enric Millo blamed the Catalan government for holding an illegal vote.Meanwhile the government in Madrid has issued a decree making it easier for companies to move their headquarters away from Catalonia.
A Catalan minister told the BBC his government would go ahead with an independence debate in parliament.
"Parliament will discuss, parliament will meet," said Catalan foreign affairs chief Raül Romeva. "Every attempt the Spanish government has used to impede things to happen, they have been demonstrated completely not only useless but counter-productive," he told the BBC in English.
In the first apology by a Spanish government official over the violence on Sunday, which saw hundreds injured as police, trying to enforce a Spanish court ban on the vote, attempted to seize ballot boxes and disperse voters, Mr Millo said he could not help but "regret it and apologise on behalf of the officers that intervened".
Friday has seen a number of political, business and judicial developments in the unfolding crisis in Catalonia.
The political developments
Catalan President Carles Puigdemont now plans to address the Catalan parliament on Tuesday at 18:00 local time (16:00 GMT), the speaker of the parliament says.
Spain's Constitutional Court had earlier suspended the Catalan parliament session that had been planned for Monday.
There is speculation that the parliament will declare independence unilaterally at its next sitting, based on last Sunday's disputed vote.
The final results from the outlawed poll show 90% of the 2.3m people who voted backed independence. Turnout was 43%.
There have been several claims of irregularities, and many ballot boxes were seized by the Spanish police.
After a cabinet meeting, the Spanish government spokesman also expressed regret that people had "suffered consequences" during Sunday's vote - though he cast doubt on the numbers who had been injured.
Íñigo Méndez de Vigo suggested that new elections in Catalonia might be a way to heal the fracture caused by the disputed referendum.

The business developments
Madrid's decree making it easier for companies to relocate their legal base away from Catalonia means such a decision will now not need the prior approval of shareholders.
According to media reports, the board of Barcelona-based Gas Natural Fenosa voted on Friday to move its headquarters to Madrid. The multinational utility company supplies gas and electricity to customers in Spain and beyond
CaixaBank, a large Barcelona-based institution, has decided to move its headquarters from Barcelona to the city of Valencia. The bank said in a statement that it had taken the decision "in light of the current political and social situation in Catalonia"
This would ensure the banks remained within the eurozone and under the supervision of the European Central Bank, even if Catalonia broke away from Spain.
Catalonia is Spain's richest region and accounts for 19% of Spain's GDP.

The judicial developments
Meanwhile, the Catalan chief of police, Josep Lluis Trapero, has appeared before a judge in a national criminal court in Madrid on suspicion of sedition against the state.
His Mossos d'Esquadra force is accused of failing to help Guardia Civil police tackle thousands of pro-independence protesters outside the Catalan Economy Department in Barcelona on 20 September during the run up to the referendum.
The Guardia Civil submitted an official accusation against the Mossos.
In a statement, the Mossos said Mr Trapero had told the court that the force had not been made aware of the Guardia Civil action.
"The Mossos were not notified sufficiently in advance... and this forced them to adjust to the circumstances accordingly. The first they heard of the Spanish police's intended action was through the media," the statement said.
"Appropriate measures were taken ... In his opinion, he did not commit any crime of sedition or participated or collaborated in any such crime or any other."

Another Catalan police officer and two leading independence activists, Jordi Cuixart and Jordi Sanchez, are also being investigated in Madrid.
They all left the court after Friday morning's hearing without facing any Spanish restrictions.
Leading newspaper El Pais says the allegation of sedition is extraordinary in post-Franco democratic Spain.
As recently as August, the Mossos was being widely praised for quickly tackling the Islamist cell that carried out the Barcelona terror attack in that month.
A Cameroonian soldier sent to fight Boko Haram killed his boss, a senior commander in the Cameroonian army before killing himself, according to multiple reports. The head of army Battalion in Bonderi, Mora in the far north region, Captain Ayisi Tsanga was gruesomely murdered by the junior soldier on Wednesday afternoon.
According to information gathered from Cameroon media, the commander had driven the solider to the brigade in Mora to jail him when the latter got a weapon and shot his boss before killing himself.
The reason for which the soldier was being taken to the cell is still unknown as at the time of filing this report.
A very young and lively teenager, with the Instagram Handle, @Its_deeny_boy has passed away just few months after praying for “easier” death on his Instagram page.
Deeny shared a photo of himself on his Instagram page on July this year and wrote;
“Ya Allah! Make the pain of death easy for us to bear. Expand & enlighten our graves & make our final abode close to Prophet Muhammad (PBUH).”
His friends have since trooped to his Instagram page to pour out their tributes.

Following the recent reports linking Davido to the untimely death of his friend, Tagbo, the Lagos State Police Command has commenced investigations to unravel the circumstances that led to Tagbo’s death. The State Commission of Police said in a recent interview that the Police has met with Davido and other parties involved in the case.
The CP, Imohini urged all the parties involved to embrace peace while investigation is still ongoing. He said that with the information currently available to the Police, there is no suspicion of foul play. However, he noted that the Police awaits the autopsy report which would determine the direction of their investigation. The CP said,
“The Lion Building Police Division is investigating a case of sudden and unnatural death. The person concerned, who was Davido’s friend, was brought in dead to a general hospital on Lagos Island and the doctor notified the police.
“The autopsy report will be out tomorrow (Friday) or Monday and that would determine the cause of death. The deceased’s girlfriend insinuated that Davido had a hand in the friend’s death because they (Tagbo and Davido) were seen together in a bar somewhere in Lekki, having a nice time.
“I called all the parties concerned because there is always the need for the police to ensure that there is no breakdown of law and order. The police are already investigating the circumstances surrounding the death and we are ensuring that all possible angles are touched. We will issue a statement after investigations. Meanwhile, there is no need for speculations.”
Actress Caroline Danjuma has come out to react to the viral claim that late Davido’s friend, Tagbo, was the father of her last child. Reacting to the news in an interview with SDK, Caroline said:
“I met Tagbo when i was legally divorced and out of My ex’ house to start a new life. Yes we were dating. My daughter is 3 years old and I only met Tagbo last year, so its not possible that tagbo is the father of Elizabeth.

Aaron Carter has bolted out of rehab after less than 2 weeks because he has to deal with some urgent matters.

A Federal High Court sitting in Lagos, Southwest Nigeria has adjourned till October 9, 2017 for further hearing a case of N4.7 billion preferred against the former Governor of Oyo State, Chief Rashidi Ladoja.
Ladoja is being tried alongside a former Commissioner for Finance in Oyo State, Waheed Akanbi.
The Presiding judge, Justice Mohammed Idris, adjourned the case on Friday at the instance of Akanbi’s lawyer, Mr. Adeyinka Olumide-Fusika, who requested that an official of Oyo State should be summoned by the court to tender some vital documents.
Olumide-Fusika had attempted to tender the document during the proceedings on Friday, but counsel for the Economic and Financial Crimes Commission, EFFC Mr. Oluwafemi Olabisi, opposed the admissibility of the document, contending that Olumide-Fusika failed to lay proper foundation for it to be tendered.
But Olumide-Fusika, who maintained that the document, which was supplied to the court by the Oyo State Government, was important to the defence of his client, therefore urged the court to summon an official of Oyo State Government to appear in court for the purpose of properly tendering the document.
Ladoja’s lawyer, Mr. Bolaji Onilenla, did not oppose the application for adjournment.
Consequently, Justice Idris adjourned the case till Monday to allow for the invitation and appearance of an official of the Oyo State Government..
Ladoja and Akanbi are facing eight counts charge of money laundering and unlawful conversion of funds belonging to the Oyo State Government for their personal use.
In one of the counts, Ladoja and Akanbi were accused of converting a sum of N1,932,940,032.48, belonging to Oyo State Government to their personal own, using a Guaranty Trust Bank account of a company, Heritage Apartments Limited.
The EFCC claimed that they retained the money sometime in 2007, despite their knowledge that it was a proceed of a criminal conduct.
In another instance, Ladoja was accused of removing the sum of £600,000 from the state coffers in 2007 and sent it to Bimpe Ladoja, who was at the time in London.
The ex-governor was also accused of converting the sum of N42m, belonging to the state, to his own and subsequently used it to purchase an armoured Land Cruiser jeep.
He was also accused of converting a sum of N728,600,000 and another N77,850,000 at separate times in 2007 to his own.
The EFCC claimed that Ladoja transferred the N77, 850,000 to one Bistrum Investments, which he nominated to help him purchase a property named Quarter 361, Ibadan, Oyo State.
The EFCC told the court that Ladoja and Akanbi acted contrary to sections 17(a) and18 (1) of the Money Laundering (Prohibition) Act, 2004 and were liable to be punished under sections 14(1), 16(a) (b) and 18(2) of the same Act.
But the ex-governor and the ex-commissioner pleaded not guilty to the allegations. They are currently on bail.

In new legal docs, Suge claims in July 2016 he was shown a check made out for $20k by Dr. Dre to a man named Dwayne Johnson. Suge says this was blood money to have him killed the day he fatally ran over a man.
Suge says in legal docs in July, 2016, he met with a private investigator and Dwayne Johnson and, during the meeting, Johnson told both of them the $20k was partial payment for "Dwayne Johnson to participate in my murder."
Johnson was at the Tam's parking lot the day Suge ran over Terry Carter, killing him. For that he's on trial for murder.
The upshot of what Suge is arguing ... he had reason to fear for his life when he entered Tam's.

Security man attached to Halogen Security Services Limited, Lagos, Joseph Aba, 27, who allegedly stole a Hyundai Accent Car with Reg. number KJA 260 DS value at N5 million at Phase 3 Communication Nigeria Limited office,Victoria Island, has been arrested at Iyana Oworo area of the state.
Aba allegedly stole the car the same day he was employed. He was arrested at Iyana Oworo bus stop area after the car suddenly stopped on his way to Benue State.
The arrest of the suspect, according to a police source was made possible by the Divisional Police Officer, DPO in charge of Bar Beach Division, CSP Olusegun Ajamolaya following a complaints by the management of Halogen Security Services Limited through its Compliance Officer, Mr Ezechukwu Iroha.
According to the police, the incident occurred on 30 September, 2017 at 22, Ologun Agbaje Street,Victoria Island, Lagos when the suspect secured employment with Halogen Security Services Limited and was posted same day to Phase 3 Communication Nigeria Limited.
The police further alleged that after all workers of the company had closed for the day, the suspect entered the office’s reception to picked the key to the Hyundai car and stole one HP Laptop valued at N124,000 and drove the car en-route to Benue State to sell, but unknown to the suspect, the car was fitted with security gadgets.
A police source said that following a report of the car theft by the management of Halogen Security Services, CSP Ajamolaya swung into action with his men and tracked the stolen car to Iyana Oworo bus stop and arrested the suspect at the scene and took him and the car to the Station.
During interrogation, according to the Police, the suspect allegedly confessed to the crime that he stole the car to use it for commercial purpose in Benue State or sell it off and use the money to start his life.
Aba was arraigned before an Igbosere Magistrate Court, Lagos on a one count charge of stealing.
Police prosecutor, Inspector Abbass Abayomi told the Court in charge. No C/64/2017 that the accused stole the car at the premises of Phase 3 Communication Nigeria Limited where he was posted the same day he was employed to provide security.
Abayomi said that the offence committed is punishable under sections 287 (9) of the Criminal Laws of Lagos State
The accused however pleaded not guilty to the alleged crime and Chief Magistrate Mrs A.O Komolafe admitted him on bail in the sum of N2.5m with two surties in like. Sum.
Komolafe. Adjourned the case till 14 November,2017 for mention and ordered that the. Defendant be. Remanded at Ikoyi Prison,Lagos till when he is able to fulfill the bail condtions.
